A man has died and a police officer is undergoing emergency surgery after a violent gun battle on one of Melbourne's busiest roads.

The drama began late last night with a routine random traffic stop, when police pulled a car with three men inside over on Clarendon Street in the city's south.

But when officers searched the vehicle, they discovered drugs and a gun. Two men, aged 20 and 24, were arrested, but the third ran off, pursued by police.

The man tried to hail a taxi, but when the driver refused to take him, he ran along York Street and across eight lanes of traffic on Kings Way to a service station, where witnesses said police wearing ballistic vests pounced.

“He was located by police, a number of shots were exchanged between this man and police,” said acting Assistant Police Commissioner Lucinda Nolan.

Serious leg wounds

“It resulted in this man being shot dead and a police officer injured.”

A witness said he heard about 10 shots fired.

“There were cops with their lights on… they were getting ready with their guns and they were shouting… just, 'Get him, get him, get him, get him',” he told Fairfax media.

The policeman – a senior constable – suffered serious leg wounds, and will undergo surgery at the city's Alfred Hospital later on Wednesday.

The dead man has yet to be formally identified.

Police 'very brave'

Ms Nolan said a full investigation would be carried out by the homicide squad and the ethical standards department, and a report compiled for the coroner.

“Police put their lives on the line every time they go out on patrol and I think, as I said, we're very proud of our members in this circumstance,” she said.

“They behaved very bravely, obviously they were in fear and we're just glad they weren't really seriously injured or killed.”

Kings Way was closed for several hours overnight, causing traffic chaos in the city early this morning, but the busy road has since reopened.
