Four young prisoners at Frank Baxter Juvenile Detention Centre on the New South Wales Central Coast have been feeding and training two labradors since last November, the state\’s Juvenile Justice Minister Graham West said.


The 16-year-old boys, who volunteered for the program, will train the puppies for a total of 16 months in a bid to improve their own life skills and give disabled people more independence.

The two yellow female labradors, Frankie and Baxter, will then undergo a further six months intensive training before being matched to a disabled person.

A similar program has been running in three adult prisons in NSW and Queensland for the past six years.

Mr West, who officially launched the juvenile program on Tuesday, said it would not only help with the rehabilitation of young offenders, but also improve the quality of life for people with disabilities.

“It\’s the first time it\’s been run in a juvenile justice setting,” he told AAP.

Improved teamwork skills

“Boys who are doing the program have noticed changes themselves, they are far more confident, they make far more eye contact when they\’re talking to people and they\’re enjoying that responsibility that comes with looking after the dogs.

“They\’ve actually sat down and thought, what would community members like, and without any suggestion they actually trained the dogs to help remove someone\’s shirt – for those people who have a hard time (undressing).”

Richard Lord, a spokesman for Assistance Dogs Australia, which helps to run the program, said some of the low-risk inmates had improved their communication skills and experienced unconditional love for the first time.

“For us it\’s been great to get a number of extra dogs out that are trained up to help people in physical disability,” Mr Lord said.

“We\’ve seen prison programs in other parts of the world but we haven\’t seen anything for young offenders.”

Inmates generally felt better about themselves and improved their teamwork skills, he said.

“The anecdotal evidence from talking to the staff up there is that it seems to be having the same positive effects that we\’ve had over previous years in the senior prisons.”
